Tips For New Learner License Application 2024
- Any India Domicile citizen can Apply For a Learning License (LL) after the age of 16 years.

Eligibility to Apply For New Learner Licence
- Applicants who are 16 years old are eligible to apply for a Learner’s Licence this will only be valid for a non-geared motorbike or engine with a capacity of up to 50cc.
- For Light Motor Vehicle minimum age is 18 years.
- Applicants who want a Learning Licence for commercial vehicles must be 20 years old.
- To get a Licence, citizens should know traffic rules and regulations as they have to clear a Learning Licence Test.

Steps to Apply Online For Parivahan Learning Licence
- Visit https://sarathi.parivahan.gov.in/ Official Website.
- From the home page select your state.
- Click on “Application for New Learners License” from the “Learner License” menu
- In the new tab, Learner License Application Form,
- Fill up the Learner License Application Form with all details asked.
- Upload Documents with Photo & Signature.
- Click on the Next Button to proceed.
- Pay the Application Fee as per RTO Rules.
- Click on Submit at last.
- Save and take a copy of the Parivahan Learning Licence Form for further Test.
- Visit RTO on the Scheduled Date with original documents & Fee Slip for the Learners’ License Test.
sarathi.parivahan.gov.in Learning Licence Test
The Ministry of Road Transport & Highways (MoRTH) and Road Transport Offices (RTOs) conduct the Learning Licence Test which has 15 multiple-choice questions. Applicants have to answer at least 9 out of 15 questions to pass the Learning Licence Test. This Test is conducted in both online and offline mode.
- For Learning Licence Test Online, visit https://sarathi.parivahan.gov.in/ and select your state. Now click on “Online Learners’ License Test (STALL)” and make the sarathi.parivahan.gov.in Login. Now access the Learning Licence Test Questions.
- For the Offline Learning Licence Test visit the Local RTO Office as per the schedule date.
Learning Licence Download PDF Print
- Go to https://sarathi.parivahan.gov.in/.
- Select Concerned State.
- Click on the “Learner License” at the RTO State Wise Portal.
- Select the Print Learners License (FORM3) option.
- Fill Application number & Date of Birth.
- Click on the Submit option.
- On-screen, the Learning License will open.
- Click on Download Icon at the top.
- Save Learning Licence Certificate PDF.
Note – This Service is Applicable only in some states.
How to Renew Learner License?
All Indian citizens are hereby informed that the Learner’ License cannot be renewed. Visit sarathi.parivahan.gov.in or official website link and select your state. Here click on “Expired Learner License Issue Again” available at Learner Licence Menu. State Wise RTOs have different rules for Learner License Renewal which are available on the State RTO Portal.
